Why Lvtong cargo transportation has become a "green pit"

2023/08/10 13:31

Green pass refers to the green channel specially opened for fresh agricultural product transport vehicles loaded with complete vehicles, not exceeding the limit, not overloading, and having complete and valid certificates, so that they can pass through various expressways and bridges for free, which can improve transportation efficiency It is a good measure to ensure the freshness and quality of the goods, and to reduce the burden on car owners to a certain extent.

In order to ensure that the dividends of the Green Pass are actually distributed to car owners who are legally running the Green Pass, the relevant departments have also issued a series of rules and regulations, which can be said to be quite strict. Only those who meet these standards can enjoy the Green Pass. policy. For example, the loading capacity of fresh and live agricultural products must occupy 80% of the approved trailer axle loading volume of the vehicle, cannot be overloaded, cannot be mixed with other goods, the vehicle and transportation qualifications are complete, and the goods must be within the Green Pass List.

Although it is stricter, it is free and good after all, which is understandable. But the problem is that even if the owner of the car strictly follows the types of goods marked on the list and transports them legally and compliantly, he may still be fined or pay tolls, such as the following cases:

1. The transportation of garlic through the green channel was stopped. The toll collector said that the standard for garlic is to have leaves, otherwise it is not considered a fresh vegetable and cannot go through the green channel.

Garlic is clearly written in the latest Lvtong product catalogue. It is reasonable to say that it is completely possible to use Lvtong, but it is helpless that there is no indication on the catalog whether the garlic in the Lvtong needs to have leaves. According to the words of netizens : Isn't the one with leaves garlic sprouts?

2. When a driver was transporting a truckload of shallots, when he passed the high-speed toll booth, the toll collector on duty said that the shallots had no roots, were incomplete, and did not belong to the Green Pass, and refused to use the Green Pass.

In the catalog of agricultural products, shallots belong to Lvtong products, but shallots without roots are semi-processed products, so they cannot pass for free. The staff on duty at the toll station also made it clear that if the owner has a dispute, he can file a reconsideration.

In fact, think about it, in the agricultural product market, how can there be only onion leaves? Therefore, there is indeed controversy about whether this cart of scallion leaves belongs to Lutong, and it is understandable that it is not free.

3. When the car owner transported the lettuce, he removed the leaves from the lettuce in the whole car for easy loading. The car owner felt that even if the lettuce lost its leaves, it was still a vegetable, but he didn't expect to be stopped when he was going through Lutong.

The staff said that lettuce without leaves, especially a cart of lettuce without leaves, is already a highly processed vegetable and does not meet the requirements of the greenway. No matter how the driver argued, it was useless, and finally paid 102 yuan toll.

4. I transported a car of bamboo shoots through the toll trailer axle booth. Because the bamboo shoots were not fresh, the toll booth charged 72 yuan for the toll.

The owner of the car said that he transported fresh bamboo shoots from Yunnan. After running for thousands of kilometers, the upper layer inevitably lost moisture and became wilted. There are no problems at other stations along the way, but only at this station, they are blocked, saying that dried bamboo shoots are not fresh agricultural products, but sun-dried bamboo shoots, and they cannot go through Lutong.

The car owner expressed that it was very difficult to accept this, and he would go to the relevant department to complain, and he did not know the result of the follow-up verification process.

5. The experience of this car owner is similar to that of the one above. It is also because the goods are not fresh and require to pay tolls.

The owner of the car pulled a carload of goods to send from Sichuan to Fujian. In order not to return empty, he picked up a carload of carrots. Because he has been running for a long time in a sports car, he knew that vegetables do not need to pay tolls when they get off the highway, so he only accepted the carload from the owner. 800 yuan can be regarded as earning gas money and saving tolls.

Unexpectedly, I was stopped when I got off the expressway. The toll station said that the carrots were a bit weak and did not meet the standards for passing through the Green Pass. If I want to pass, I must pay a toll of 4,700 yuan, otherwise I will unload the car for inspection.

6. Wire pepper is not a pepper incident. The owner of the car, Mr. Li, transported a batch of peppers passing through the toll station. The staff of the toll station said that the toll cannot be waived on the grounds that the peppers on the car were not included in the "green channel" catalog of fresh and live agricultural product transportation.

Master Li was very puzzled, "Isn't the thread pepper a kind of pepper?" According to Master Li, he had passed through two toll booths before, and he had never encountered such a problem. Obviously, the thread pepper belongs to a kind of pepper. If you can take the "green channel", why can't you get here?

For this reason, Master Li and the staff of the toll station stood in a stalemate for more than two hours. Finally, the staff of the high-speed toll station asked a toll station staff similar to the leader for approval, so that Master Li could pass for free.

Afterwards, Master Li also left a message on the official website of the Ministry of Transport to ask whether the peppers belonged to the "Catalogue of Fresh Agricultural Products".

7. Apple plantains are not bananas. A freight driver driving a truck carrying 20,000 jin of apples and bananas was stopped by management staff at a high-speed toll booth and asked to pay tolls.

The staff said that the apples and bananas transported by the truck were not bananas and did not belong to the category of green pass products. They refused the driver to take the green pass on this ground, and the driver finally paid 499 yuan toll.

According to the "Catalogue of Fresh and Live Agricultural Products", bananas are included in the Lvtong product list, but banana products are not subdivided.

Such cases are simply too numerous to enumerate: cherries can go through Lvtong, but cherries cannot; Chinese cabbage can go through Lvtong, but baby vegetables cannot; If not... Even if the goods are clearly on the Green Pass list, they will be told that they do not belong to the Green Pass category due to various problems.

Even if some cases can be resolved through communication, Lvtong Transportation has high requirements for timeliness. The more time spent on the road, the goods on the vehicle may deteriorate or even become corrupted. Profits are even less. In addition to the phenomenon of inconsistent implementation standards, rough inspection of goods at toll booths, and deduction of money from vehicles, car owners are miserable with the trailer axle word "green pass", and there is a saying that "if you kill them, you will not get the green pass".

The original intention of Lvtong is to reduce logistics costs, promote the smooth transportation of fresh and live agricultural products, and maintain the freshness and quality of products. Therefore, relevant departments have formulated a detailed catalog of fresh and live agricultural products as a reference to ensure that compliant vehicles can be exempted from vehicle traffic. However, in the actual implementation process, due to the lack of uniform and detailed implementation standards, some toll stations have interpreted and applied the Green Pass product standards privately, resulting in the opposite effect to the original intention of Green Pass.

We call for the early establishment of a unified system and detailed list of national green passages to reduce confusion and inconvenience caused by inconsistent regulations in different regions. Car owners must strictly abide by the relevant rules and regulations when transporting Green Pass, be legal and compliant, and do not resort to deceptive practices in order to avoid tolls, otherwise it will damage the interests and development of the entire industry.
