According to the "Notice on Further Optimizing the "Green Channel" Policy for the Transportation of Fresh Agricultural Products" issued by the Ministry of Transport, the Development and Reform Commission, and the Ministry of Finance, vehicles that legally load and transport products listed in the nationally unified "Catalogue of Fresh and Live Agricultural Products" are exempted from Collect vehicle tolls. The total height of the vehicle and cargo exceeds 4m from the ground, which is an illegal over-limit transport vehicle and cannot enjoy the green channel policy for the transportation of fresh and live agricultural products.


It can be said that this regulation clearly counts the green traffic with the total height of vehicle + cargo > 4m in the scope of over-limit transportation, but in the implementation, especially for container green traffic such as refrigerated vehicles, contradictions have arisen.


According to the first paragraph of Article 54 of the "Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China" issued by the State Council, the height of heavy-duty and medium-sized trucks and semi-trailers shall not exceed 4m from the ground, and vehicles carrying containers shall not More than 4.2m.


In other words, as long as the height of the vehicle carrying the container does not exceed 4.2m, it is not illegal.

One stipulates that the total height of the vehicle + cargo shall not exceed 4m, and the other stipulates that the height of the vehicle + cargo compartment shall not exceed 4.2m, so which regulation should be followed for the green traffic of containers?


Based on the current situation, some areas such as Liaoning, Hebei, Inner Mongolia, Henan, and Hunan have issued new regulations on expressways. The total height of vehicles and goods exceeding the maximum limit of the outer dimension of the green traffic will not be exempted from the green traffic fee. That is to say, only by It is stipulated that only designated fresh and live agricultural products can be loaded and transported legally and compliantly to be exempted from tolls. The 4.2m container green passage is an over-limit behavior, and the green passage policy cannot be applied.


Although the standard has not been clearly unified, there are not a few car owners in the market who pay tolls in full because they exceed 4.2m. In order to enjoy the free toll policy, the safest way is to limit the height of the car + cargo within 4m.


But for container green traffic, is it really necessary to cut off the super high box body?


In fact, since the news of "Super High" came out, the cabinet refitting factories in many cities across the country have been full of orders.
