The province promotes the implementation of "one matter, one processing" for the transportation permit of large trailers
On April 7th, it was learned from the Provincial Department of Transportation that the department, in conjunction with the Provincial Department of Public Security, the Provincial Department of Housing and Urban Rural Development, and the Provincial Data Bureau, has issued the "Several Opinions on Further Optimizing the Business Environment of Large Cargo Transportation in Hunan Province" (hereinafter referred to as the "Opinions"), promoting multiple measures that benefit enterprises and the people, such as "handling each matter once" for large cargo transportation permits, to promote the high-quality development of Hunan's important advanced manufacturing industry and reduce costs and increase efficiency in the large cargo logistics industry.
The main content of the Opinion includes four aspects: strengthening supervision and management, optimizing licensing services, optimizing passage services, and optimizing the law enforcement environment.
In order to effectively control and prevent safety risks in large-scale transportation, the Opinion clearly proposes to build a new regulatory system for large-scale transportation supported by informatization, based on credit supervision, with "double random and one open" supervision as the basic means, and supplemented by key supervision, to achieve full chain supervision of large-scale transportation from the starting point to the endpoint.
The Opinion clearly requires the implementation of a "one matter, one handling" permit for large-scale transportation, led by the Provincial Department of Transportation, in accordance with the principle of "one-time acceptance, departmental transfer, and each person taking their own responsibilities" and the "five reductions and one optimization" work requirements, to establish a parallel permit service mechanism for large-scale transportation in conjunction with the housing and urban-rural construction, data (government services) competent departments, and to incorporate the process of parallel permit for transportation, housing and urban-rural construction, as well as the process and time limit of soliciting opinions from public security and traffic police, into the supervision of the administrative efficiency electronic supervision system throughout the entire chain.
In response to the issues raised by enterprises and the public, such as the inability of empty vehicles to travel on highways, the Opinion clearly stipulates that for tractors, trailers with official license plates, or empty large cargo transport vehicles with temporary license plates passing through Hunan Province highways, highway over limit transportation permit management will not be implemented temporarily; Highway operation and management units shall not refuse the passage of the above-mentioned vehicles on the grounds of not obtaining a permit for the transportation of large items.
The Opinion clearly requires strengthening the application of credit evaluation results. For large transportation enterprises with a credit rating of "AA" and no production safety liability accidents within 3 years, the transportation regulatory department should reduce the frequency of "double random and one public" spot checks; For enterprises with a credit rating of "AA", no illegal records in the past year, and no production safety responsibility accidents resulting in one or more deaths, the implementation of "Credit Easy Action" will be implemented. The transportation regulatory department and the public security traffic police department should reduce the frequency of spot checks and inspections on their vehicles.
